    The thing is that if it was meant to be in a different base other than 10 then it would have been stated as so, with that absent we always assume a mathematical statement to be in base 10.

    We need to throw away the wrap-around text and just solve the question with the numbers given.

    I do not think he was alluding to an alien way of calculating.
    He had a fixation on aliens, and used them to pose the question in quite a few of his questions.
    Thus:

    The exact value for a certain base n, where n>6, under the conditions specified in the original problem, goes like this:
    (11[base 10]! * 21[base 10] * 111111111111[base n])/32[base 10]

    But we can extend this formula. (WARNING: BIG FORMULAS AHEAD!)
    The original problem specified the numbers must be from 1 to 6. But what if it was from 1 to a? (Now, n>a.) The formula is now:
    (a((2a-1)!)(a+1)(n^(2a)+n^(2a-1)+n^(2a-2)+…+n^2+n+1))/(2^a) (All numbers in base 10)

    And here is the formula for numbers a to b (n>b):
    ((2b-2a+1)!(b(b+1)-a(a-1))(n^(2b-2a+2)+n^(2b-2a+1)+n^(2b-2a)+…+n^2+n+1))/(2^(b-a+1)) (All numbers in base 10)

    And here is the formula where the numbers a to b are repeated c times:
